    Annual Professional Performance Review
     

    In New York State, classroom teachers and principals are evaluated in accordance with the District's Annual Professional Performance Review [APPR] Plan.  According to the New York State Education Department, the APPR is designed to measure teacher and principal effectiveness based upon peformance, student achievement, and student growth.  New York State teachers and principals are evaluated and given a composite score, on a scale of 0-100, that represents an effectiveness rating.  The composite score is based on classroom observations, annual performance reviews, student growth, and student achievement.  Final teacher and principal rating categories correlate to ranges in the composite scores set by the New York State Education Department.  These rating categories are Highly Effective, Effective, Developing, and Ineffective.

    At VVS, classroom teachers and principals receive annual evaluations that result in a composite effectiveness score, and that score is translated into a final quality rating according to a formula set by state law.  Consistent with the provisions of Education Law 3012-c, parents and legal guardians of a student may request the final quality rating and composite effectiveness score for each classroom teacher and building principal their child is assigned to for the current school year only.  The final quality rating and composite effectiveness score of a classroom teacher or principal may only be released to the parent and/or legal guardian(s) of a student.

    The law requires that school districts verify that any request for this information is a bona fide request made by a parent or legal guardian entitled to review and receive such information. To that end, parents and/or legal guardians who wish to request the final quality rating and composite score of their child's current classroom teacher(s) and/or building principal must complete a Request Form for Composite Effectiveness Score and Rating and submit the form to the main office of the school in which the child attends.  This form is available for download below, or can be obtained from the main office at each school building.  After receipt of such form, and after verifying the identity of the requesting party, a conference with the building principal will be held.  During the conference, the principal will inform the child's parent/guardian of the teacher's and/or principal's final quality rating and composite effectiveness score.  The parent will also be provided with additional information regarding New York State's APPR teacher and principal evaluation process, and afforded an opportunity to ask questions regarding the same.

    Please be advised that under the Education Laws of the State of New York, the final quality rating and composite effectiveness score released for a teacher and/or principal is intended for the sole use of the requesting parent and/or guardian.  Upon receipt of such information, the parent and/or guardian understands and agrees that this information is not to be shared with others, including other parents and/or guardians, and that such information is not to be shared via any types of social media.
